The National Highway Traffic Safety Administration (NHTSA) is extending comment collection on its proposed regulations to implement section 656(b) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996--State Issued Driver's Licenses and Comparable Identification Documents until October 2, 1998.
Public Benefits under PRWOA

The term 'Federal means-tested public benefit' is used in several sections of Title IV of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) which restricts welfare and public benefits for aliens. The purpose of this notice is to set forth the USDA's interpretation of the term as it applies to the food assistance programs administered by the FNS.

This document proposes regulations to implement the requirements contained in section 656(b) of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. Guam Defense Workers

The Director of Defense Procurement has issued an interim rule to require that each DoD contract for base operations support on Guam prohibit performance of work under the contract by any alien who is issued a visa or otherwise provided nonimmigrant status under the Immigration and Nationality Act.
Sentencing Guidlines for U.S. Courts

Amendments to the Sentencing Guidelines for United States Courts. The purpose of this amendment is to allow (except under certain circumstances) a diminished capacity departure if there is sufficient evidence that the defendant committed the offense while suffering from a significantly reduced mental capacity.
Criminal Detention under IIRAIRA

This rule amends the regulations of the INS and the EOIR, establishing a regulatory framework for the detention of criminal aliens pursuant to the Transition Period Custody Rules (TPCR) set forth in IIRIRA. Effective June 18, 1998.
Travel to Cuba

In order to ensure effective enforcement of the prohibitions on travel-related transactions in Cuba, any person subject to U.S. jurisdiction determined to have traveled to Cuba without the authority of a general or specific license is subject to a rebuttable presumption that the traveler has engaged in prohibited travel-related transactions.
Remittances to Cuba

Pursuant to the President's announcement of March 20, 1998, the Treasury Department is amending the Cuban Assets Control Regulations to authorize a person subject to U.S. jurisdiction to make remittances to a close relative in Cuba of up to $300 in any consecutive 3-month period.
DOT on Airline Passengers

The DOT issued a final rule on the collection of information for use in creating passenger manifests for use in the event of an emergency or disaster. The INS requested that additional information, such as date of birth, passport number, etc. be collected for nonimigrant aliens to assist in tracking and monitoring.

USDA on Agricultural Workers

This final rule removes the regulations of the USDA relating to special agricultural workers under section 210 of the Immigration and Nationality Act, as added by section 302 of the Immigration Reform and Control Act of 1986. Specifically, this final rule removes the USDA regulations pertaining to the SAW program as the program expired on December 1, 1988.
