Human Rights Watch has released a new report entitled "Presumption of Guilt: Human Rights Abuses of Post-September 11 Detainees." The 95-page report chronicles the Justice Department’s treatment of noncitizens swept up in the post 9/11 investigation, and calls on the government to address the violations identified in the report.
