The Cato Institute’s Center for Trade Policy Studies released a report on
10/15/02 entitled “Willing Workers: Fixing the Problem of Illegal Mexican
Migration to the United States.” The report recognizes the continuing shortage
of low-skilled labor, and suggests a sensible legalization program for Mexican
workers as one solution to the shortage.
