Robert F. Hannan, the Nonimmigrant Visa Chief in Paris, France, wishes to remind practitioners that Paris continues to accept the visa application of anyone physically present in France. While the Foreign Affairs Manual would seem to require this anyway, Mr. Hannan says that NIV Section voicemails frequently are filled with inquiries on this very basic point. Naturally, mere acceptance of a visa application in no way obviates any grounds for refusal, such as 214(b), or ensures subsequent issuance.
