Cornyn’s (R-TX) amendment to the 9/11 bill (S. 4) by voting not to invoke cloture (a procedural motion that would have brought the amendment to a vote). The amendment would have undermined judicial review, permitted indefinite detention, and criminalized activities protected by the First Amendment.
