GAO Recommends Consistent Guidance on Acceptance of Consular Identification Documents

The GAO examined the purpose of consular identification documents, steps Mexico and Guatemala have implemented to verify identities of the card applicants, and security features incorporated into the cards. The GAO recommends that the Homeland Security Council issue consistent guidance to state and local governments, and other institutions. AILA Doc. No. 04092463.
GAO Finds Need for Consular Guidance on Implementation of Biometric Visa Program

GAO recommends that DHS and DOS develop and provide to consular posts guidance on how the biometric visa program should be used, and that State direct each consular post to develop an implementation plan based on this DHS/DOS guidance. AILA Doc. No. 04091064.
GAO Finds Additional Action Needed in the Visa Revocation Process

Today's GAO report on the visa revocation process recommends that the DOS and DHS Secretaries jointly develop a written government-wide policy that defines roles and responsibilities, and sets performance standards; and address outstanding legal and policy issues or provide Congress with specific actions it could take to resolve them. CRS Reports on Foreign Physicians and the J Visa Waiver Program

DOS Issues Fourth Annual Trafficking in Persons Report

The Department of State's 2004 Trafficking in Persons Report addresses serious human rights, health, and security implications of human trafficking around the world. Also discussed in the report are the Trafficking Victims Protection Reauthorization Act of 2003 and the Trafficking Victims Protection Act of 2000.

DOS Releases Country Reports on Human Rights Practices for 2003

On 2/25/04, the Department of State released and submitted to Congress the 2003 Country Reports for Human Rights Practices. The Country Reports provide a detailed analysis of human rights conditions in 196 countries, and are frequently cited as evidence in hardship, asylum, withholding of removal, and Convention Against Torture cases.
GAO Finds Delays in Visa Processing Caused by Visa Mantis Security Checks

On studying visa applications by science students and scholars, the GAO concluded that delays were caused by the way in which Visa Mantis information was disseminated by headquarters, insufficient instruction and feedback to Consular Officers, and that the FBI's systems are not interoperable with DOS's systems.

The General Accounting Office (GAO) has released a new report (no. GAO-03-132NI) entitled “Border Security: Visa Process Should be Strengthened as an Antiterrorism Tool.” The report calls for, among other things, the development of a “clear policy on the priority attached to addressing national security concerns through the visa process.”

The State Department, on March 4, 2002, released and submitted to Congress the 2001 Country Reports for Human Rights Practices. The Country Reports provide a detailed analysis of human rights conditions in 195 countries, and are frequently cited as evidence in asylum cases.
