Team Backgrounder: Description of Support to the Bureau of
Citizenship and Immigration Services for E-Filing Implementation

Immigration Services (BCIS) in support of its electronic filing initiative.

CSC
As the software development contractor for the BCIS
E-Filing project, CSC created E-Filing’s Internet interface, which enables
individuals to fill out and submit BCIS forms. CSC also developed the
payment module, database repository, and biometrics-based security applications
for the E-Filing system. Additionally, CSC built the intranet application
that will route forms submitted through the E-Filing system to the appropriate
BCIS service centers or district offices.

EzGov
BCIS and its partners, BearingPoint and CSC, encountered an exciting
opportunity with the BCIS E-filing project: to deliver both an Internet and
intranet application in 11 weeks. In order to meet the timeframe, the BCIS team
selected EzGov’s FlexFoundation software. FlexFoundation software proved
to be a strategic factor in meeting the requirements and project timeframe that
BCIS and BearingPoint required. FlexFoundation enabled the CSC development
team to complete the rapid development of a low-risk, high-value e-filing
solution for Internet based submissions, which included integration to the
existing BCIS claims processing system, as well as a complementary intranet
based application for initial case file creation and management reporting.
Since FlexFoundation is a standards-based product, the applications developed on
the FlexFoundation platform easily ran within BCIS’ existing environment.
In addition to enabling the automated online filing of applications, the BCIS
E-filing solution takes advantage of FlexFoundation’s capability to generate PDF
files and barcodes. The BCIS E-filing application was also required to
handle the collection of payments, as well as automate their remittance to the
U.S. Department of Treasury. To meet the requirement, the BCIS team
leveraged EzGov’s PaymentEngine? software. Through the use of
PaymentEngine, the E-filing application can accept and settle payments in
conjunction with the online application submission. In addition, BCIS uses
PaymentEngine’s reporting capabilities for payment reconciliation and
tracking.
