  • DOS to Require IV Fees Prior to Application (10/28/1999)
    This rule changes the regulation relating to immigrant visa fees to require the applicant to pay the application processing fee prior to the time of application. (64 FR 58004)
  • Technical Corrections to Visa Regulations (10/13/1999)
    DOS Final Rule providing technical changes to 22 CFR Parts 40 & 42, including applicability of 6-month IV for derivative applicants, and availability of immediate-relative status for children of deceased U.S. citizens (64 FR 55417)
  • DOS Final Rule on Visas, Affidavits of Support (9/21/1999)

  • USIA Interim Rule on J Reinstatement (8/13/1999)
    USIA published an interim final rule in the August 13 Federal Register on reinstatement to status for exchange visitors who fail to maintain their program status.
  • State Department Rule on Border Crossing Cards (8/19/1999)
    State Department published a final rule in the August 19 Federal Register concering border crossing cards. The Rule includes a requirement for the inclusion of a machine-readable biometric identifier in such cards.
  • State Dept. Rule on Visa Waiver Program Additions (8/5/1999)
    The State Department published an interim rule in the August 3 Federal Register announcing that effective August 9 Portugal, Singapore, and Uruguay may participate in the visa waiver program.
  • USIA Final Rule on Fees for 212(e) Waiver Requests (7/26/1999)
    USIA published a final rule in the July 26, 1999 Federal Register that its fee for processing 212(e)-- foreign residency requirement--requests remains $136.
  • USIA Sets Fees for Exchange Visitor Program (J-Visa) Requests (9/27/1999)
    Interim Final Rule establishes fees for all extension, change of category, or reinstatement requests ($198); program designation requests ($779); and all nonroutine requests for Form IAP-66 ($43). Public comments due 30-Nov-99. (64 FR 51894)
  • USIA Policy Statement on FMGs (6/30/1999)
    USIA announced in the 6-30-99 Federal Register a policy statement covering several program administration issues arising from the J-1 FMG program.
  • State Dept. Proposed Rule on Fees for UN officials (5/28/1999)
    State Dept. proposed rule exempting members of UN observer missions and their immediate family members from paying a visa processing fee and a visa issuance fee when obtaining a visa to enter the United States as a UN observer.
  • State Dept. Final Rule on Pasport and Visa Waivers (5/28/1999)
    State Dept. final rule revises regulations regarding the waiver of the passport and NIV visa requirement for aliens applying for entry to the U.S. in an unforeseen emergency. AILA Doc. No. 99052890.
  • DOS Consular Nationality Procedures Final Rule (4/22/1999)
    This rule finalizes the proposed rule published 2/5/99 and implements sections of the Immigration and Nationality Technical Corrections Act of 1994 (INTCA). The INTCA added new grounds for denying, revoking or canceling a passport, and for canceling a Consular Report of Birth.
  • USIA Au Pair Programs Proposed Rule (4/13/1999)
    These amendments will provide greater specificity regarding the selection and orientation of both host family and au pair(s). Further proposed program enhancements would require disclosure of prior experience for au pair participants providing child care for special needs children. An amendment to provide for uniform program audits is also proposed. Comments accepted until May 13, 1999.
  • USIA Exchange Visitor Program Short-Term Scholar Final Rule (4/13/1999)
    To enhance the programmatic utility of the Short-Term Scholar category of exchange participation, the USIA is amending existing regulations to permit short-term scholar participants to lecture and consult at institutions not listed on their Form IAP-66. Effective April 13, 1999.
  • Exchange Visitor Program Interim Rule (4/13/1999)
    The USIA is adopting specific regulations governing participation in summer work travel programs conducted by Agency-designated sponsors pursuant to P. L. 105-277.
  • DOS Foreign Passports Validity (3/24/1999)
    This public notice adds Zimbabwe to the list of competent authorities that have provided the necessary assurances to the Government of the United States with regards to Foreign Passports recognized for extended validity.
  • Torture Convention Final Rule (2/26/1999)
    The Department of State issues these regulations implementing the Convention Against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment, as required by section 2242 of the Foreign Affairs Reform and Restructuring Act of 1998, Public Law 105-277. Effective February 26, 1999.
  • British Virgin Islands NIVs Waiver Interim Rule (2/18/1999)
    This Interim Rule extends the nonimmigrant visa and/or passport waiver provision to include nationals of the BVI who seek to enter the U.S. mainland temporarily for business or pleasure through the port-of-entry at St. Thomas, U.S. Virgin Islands. Effective February 18, 1999.
  • Exchange Visitor Program Fee Final Rule (2/9/1999)
    The USIA adopts a June 26, 1998, interim rule as final which allows the USIA to collect a fee sufficient for it to recover the full cost of its administrative processing of requests for waiver of the two-year return to the home country requirement set forth in section 212(e) of the INA for its Exchange Visitor Program. Effective March 11, 1999.
  • Proposed Revocation or Restriction of Passports Regulation (2/5/1999)
    This proposed rule would amend regulations to add new grounds for denying, revoking or canceling a passport, and for canceling a Consular Report of Birth. Comments must be received by March 8, 1999.
  • Certain Foreign Passports Validity (1/29/1999)
    This public notice adds Russia to the list of competent authorities that have provided the necessary assurances to the Government of the U.S. The updated list of competent authorities who have made the necessary assurances are included in the Notice.
  • Visa Waiver Final Country List (1/4/1999)
    This final rule adopts the interim rules which added various countries to the Visa Waiver Pilot Program (VWPP). Effective January 4, 1999.
