  • Labor Certification Substitution Rule Back on the Move (2/10/2006)
    A proposed rule that would eliminate substitutions on labor certifications, impose a 45-day deadline for filing an I-140, and add enforcement measures was re-submitted to OMB on 2/2/06 and cleared that same day. It had been cleared by OMB once before, in 8/05, and sent to DOL for signature.
