On 9/28/06, the Senate voted 65-34 to pass military tribunal legislation (S. 3930) that would strip the habeas corpus rights of certain non-citizens. Sen. Arlen Specter offered an amendment that would have reinstated these rights, but the Senate rejected his amendment by a vote of 48-51. /p>
