  • BIS Proposes Regulatory Changes on Requirements & Policies Governing Certain Export Licences (3/28/2005)
    Bureau of Industry and Security proposed rule calls for regulatory changes to existing requirements and policies for deemed export licenses. Changes are proposed out of concern that current policies may be too lenient on access of certain foreign nationals in the US to otherwise controlled technology. Comments due by 5/27/05.   • LSC Appends Regulations to List Acceptable Documents for Non-U.S. Citizen Eligibility for Services (9/26/2003)
    The Legal Services Corporation (LSC) appended its regulations with a list of acceptable documents for verification of the eligibility of non-U.S. citizens' applications for legal assistance from LSC-funded programs. This final rule is effective 9/26/03. (68 FR 55539, 9/26/03).

  • Treasury Department Seeks Comments to Final Regulations on Foreign Government-Issued Identification (7/10/2003)
    The Treasury Department reopened its decision to accept foreign government-issued identification documents (such as matriculas) at financial institutions, by seeking comments on whether some situations should preclude reliance on certain foreign documentation to verify customer identity.   • FAA Final Rule On Ineligibility for Airman Certificates on Security Grounds (1/24/2003)
    A Federal Aviation Administration final rule, which also seeks comments, makes a person ineligible to hold an FAA airman certificate if FAA is notified in writing by the Transportation Security Agency that the person poses a security threat.

  • TSA Publishes Notice to Renew Registered Traveler Pilot Program (9/24/2004)
    The Transportation Security Administration (TSA) announces that it will renew the Registered Traveler Pilot program in 2005. The program operates in five states and involves voluntary submission of biographical and biometric information for expedited inspection procedures. Comments are due on or before 11/22/04.   • Dept. of Education Announces Computer Matching Program with INS (9/19/2002)
    A Dept. of Education (DED) notice in the Federal Register announced a computer matching program between the DED and the INS which will permit the DED to confirm the immigration status of alien applicants for, or recipients of, Title IV financial assistance programs. (67 FR 59056, 9/19/02).

  • Proposed Procedures for Verifying the Identity of Individuals Seeking to Open Financial Accounts (7/24/2002)
    The Treasury Dept., together with seven financial regulators, issued proposed rules that would require financial institutions to establish minimum procedures for identifying and verifying the identity of customers seeking to open financial accounts. 'Non-U.S. persons' would need to provide an identification number from a govt-issued document. (67 FR 48290, 48299, 48306, 48318, 48328 7/23/02).

  • Treasury Dept. Implements Law Concerning Firearms and Nonimmigrants (2/20/2002)
    The Treasury Dept. has implemented a 1999 law (PL 105-277) prohibiting the transfer to and possession of firearms and ammunition by nonimmigrant aliens in the U.S. In addition, nonimmigrants bringing such items into the U.S. for hunting or sporting purposes must obtain an import permit.   • Rule on Drivers' Licenses Withdrawn (11/8/2001)
