During the week of 3/26/07, the White House circulated a set of draft principles for comprehensive immigration reform, which were subsequently leaked to the media. The principles do not amount to a full-fledged proposal, but rather reflect the outcome of preliminary negotiations between the White House and Republican members of Congress.
