GAO Calls for Better Tracking of H-1B Program

In a recent report, the GAO found that better tracking is needed to help determine the H-1B program’s effects on the U.S. workforce, while most employers reported that finding U.S. workers with needed skills in certain occupations continues to remain difficult. (AILA Doc. No. 03100340)

GAO Recommends DHS Action to Mitigate Procurement Risks

In a July 2003 report, the GAO found the INS lacking in basic infrastructure to ensure that its contracting activity was effective, and recommended that the DHS assess and develop strategies to improve oversight, strategic use of information, workforce planning, and contract management early in the development of the new department. GAO Finds that DHS Needs to Strengthen its Information Sharing Process

GAO Report Cites Vulnerabilities and Inefficiencies in the Inspections Process

The GAO found that inspections were not conducted consistently and according to policy, and that inspectors did not always receive necessary training. The GAO reported that inspections operations were lacking in appropriate technology and equipment, and that the plan for dedicated commuter lanes for low-risk travelers will increase efficiency. CRS Issues Report on H-1B Visas

A report by the Congressional Research Service reviews the education and training funded by H-1B visa fee as well as the demand for IT and other professional specialty workers. Although the report does not offer recommendations, it noted that if the visa cap drops to 65,000, employers in certain occupations could face heightened competition for visas. (AILA Doc. GAO Reports on the Continuing Challenges of Protecting Women and Children Refugees

In a May 2003 report, the GAO found that, while the introduction of policies and procedures to address the sexual exploitation of women and girl refugees has increased awareness, the problem remains “real and significant.” The GAO recommends staffing reform and other changes. UNHCR Publishes First Annual Statistical Yearbook

The United Nations High Commissioner for Refugees has published its first annual “UNHCR Statistical Yearbook” which provides an overview of global forced displacement over the past decade, including comprehensive data on refugee populations nationwide.

Cato Institute Report Proposes Legalization Program for Mexican Workers

The Cato Institute’s Center for Trade Policy Studies released a report on 10/15/02 entitled “Willing Workers: Fixing the Problem of Illegal Mexican Migration to the United States.” The report recognizes the continuing shortage of low-skilled labor, and suggests a sensible legalization program for Mexican workers as one solution to the shortage.
