The Immigration Act of 1990 (IMMACT) imposed an annual 65,000 numerical cap on the H-1B classification. As of February 10, 1995 the INS had approved 15,162 H-1B petitions for this fiscal year. The number reflects new approvals only and not extensions of stay.
