President Signs Physicians for Underserved Areas Act

On 1/12/2007, President Bush signed into law the Physicians for Underserved Areas Act (PL 109-477). The bill extends for two years a visa waiver program, often referred to as Conrad 30, which allows foreign doctors who work in underserved areas to remain in the country after completing their medical training. On 12/22/06, President Bush signed into law the Creating Opportunities for Minor League Professionals, Entertainers, and Teams through Legal Entry (COMPETE) Act of 2006 (PL 109-463). Congress Passes Nursing Relief for Disadvantaged Areas Reauthorization Act of 2005

On 12/6/06, the Senate passed the Nursing Relief for Disadvantaged Areas Reauthorization Act of 2005 (H.R. 1285). Passed by House on 6/20/06, the bill provides H-1C visas for up to 500 foreign nurses annually to work in medically underserved areas. AILA Doc. No. 06102762.

President Signs Defense Authorization, Enacting H-2B Relief

On 10/17/06, President Bush signed the National Defense Authorization Act for Fiscal Year 2007 (H.R. 5122) into law. Section 1074 of the bill includes a one year extension of the returning worker exemption to the H-2B visa cap. H.R. 5122 provides for the extension to take effect beginning October 1, 2006.

Senate Passes Military Tribunal Legislation, Rejects Habeas Corpus Amendment

On 9/28/06, the Senate voted to pass military tribunal legislation (S. 3930) that would strip the habeas corpus rights of certain non-citizens. Sen. Specter (R-PA) offered an amendment that would have reinstated these rights, but the Senate rejected his amendment. AILA Doc. No. 06092864.

Senate Appropriators Block Harsh Enforcement Provisions from Conference Agreement on DHS Funding

House Passes Secure Fence Act of 2006
