On July 12, 2011, Rep. Smith (R-TX) introduced H.R. 2497, Hinder the Administration's Legalization Temptation (HALT) Act. A companion bill (S. 1380) was introduced by Rep. Vitter (R-LA) in the Senate. The bill suspends a portion of the INA authorizing the executive branch to grant narrow protections to individuals, citizens, lawful permanent residents, and non-citizens with humanitarian concerns or other compelling circumstances. Affected provisions of the law include the administration’s authority to designate Temporary Protected Status and to grant waivers of the 3- and 10-year bars, cancellation of removal, deferred action, and humanitarian parole.
On July 26, 2011, the House Judiciary Subcommittee on Immigration Policy and Enforcement held a hearing on the HALT Act.
