CIS Ombudsman Recommendations for EB-5 Program

On 3/18/09 the CIS Ombudsman's office released recommendations that USCIS should implement to stabilize and energize the EB-5 program, including the issuance of standard operating procedures for forms I-526 and I-589, and AAO designation of some EB-5 decisions as precedent decisions.
