DOJ Addresses State and Local Police Enforcement Authority

DOJ respond to Senator Kennedy regarding use of state/local police for immigration enforcement matters, stating that states possess inherent authority to arrest individuals on the FBI's National Crime Information Center database, but that state and local law enforcement do not have to participate.
