DOJ Opinion Letter on Representing Mentally Disabled Naturalization Applicant
A 3/13/02 opinion letter from Edward Whelan III, DOJ Principal Deputy Assistant Attorney General finding that the Rehabilitation Act of 1973 requires that a legal guardian or other proxy be able to represent a mentally disabled applicant in naturalization proceedings.
