DOS Cable on Unavailability of Rwandan Documents

The Department has determined that civil records are not available in Rwanda. The recent fighting in Rwanda may have resulted in the destruction of many official civil records facilities and archives. In addition, most government offices are not functioning so there are few employees available to search for existing records. In view of this situation CA/VO advises Consular Officers and INS Adjudications Officials to waive civil records from Rwanda for aliens seeking immigrant petitions or adjustment of status.
