H.R. 3992 – Reciprocal E-2 Visas for Israelis (Updated 3/20/12)
H.R. 3992, introduced on February 9, 2012 by Rep. Berman (D-CA), would make Israeli nationals eligible to enter the U.S. as nonimmigrant traders and investors as provided for under the INA (E-2 nonimmigrant visas) if Israel provides reciprocal nonimmigrant treatment to U.S. nationals.
On 2/28/12, the House Judiciary committee passed H.R. 3992 by a voice vote. The measure must next be scheduled for vote by the entire House of Representatives.
On 3/19/12, the House of Representatives passed H.R. 3992 by a vote of 371-0. There is a companion bill in the Senate, S 921, introduced by Senator Schumer on 5/9/11, however the Senate Judiciary committee has not yet considered this bill.
