An 11/13/00 memorandum from Michael A. Pearson, Exec. Assoc. Commissioner, Office of Field Operations, addressing Public Law 106-139, which amended the age of an adopted child or orphan from 16 to 18 where the child’s under-16 sibling is petitioned for by the same U.S. citizen.
