INS Memo on Travel While COS is Pending

A 6/18/01 memo from Thomas Cook, Acting Assistant Commissioner (INS) stating that an individual who travels outside the U.S. after a change of status request has been filed but before it is adjudicated is considered to have abandoned the request.
