1. On September 30, 1996, Congress passed the “Omnibus Consolidated Appropriation Act, 19997.” Division “O” of 104-208 contained the “Illegal Immigration Reform and Immigrant Responsibility Act of 1996” (IIRAIRA), as of receipt of this telegram, the Department has provided consular posts with twenty one “update” cables containing guidance on IIRAIRA’s implementation as it related to visa processing. The following is a list that sets forth (1) the number of the update, (2) the INA section(s) of law addressed by each cable. Posts should check to see if they have all cables listed below.
