USCIS Issues Policy Memo on Criteria for Determining Habitual Residence in the U.S. for Children from Hague Convention Countries

USCIS issued a policy memorandum that adopts interim policy guidance as a final USCIS policy memorandum with changes and establishes criteria to determine whether the Hague Adoption Convention applies to the adoption in the United States of a child from another Hauge Adoption Convention country.
