USCIS Ombudsman Recommends 30-Day Advance Notice of Changes in Policy and Operations

A 2/8/07 recommendation from Prakash Khatri, USCIS Ombudsman, suggests the adoption of a Standard Operating Procedure (SOP) under which there would be a 30-day advance notice to the public of changes to USCIS policy and operating procedures.
