Join us in this roundtable exploring ICE’s recent legal directive that all noncitizens present in the U.S. without admission are subject to mandatory detention under 8 U.S.C. § 1225(b), making them ineligible for bond hearings. This policy shift has led to widespread bond denials, including for long-time residents, and is being challenged in federal court.

Experts will discuss key statutory distinctions between INA §§ 1225 and 1226, the July 2025 ICE guidance, and litigation such as Vazquez v. Bostock, in which a federal court ruled this interpretation unlawful, and answer member questions.
