DHS Final Rule on Certificates for Certain Health Care Workers

DHS final rule, effective 9/23/03, adds the certification requirement for all non-immigrants coming to the U.S. primarily to work as health care workers and establishes procedures for authorization to issue the certificates and an appeals process. (68 FR 43901, 7/25/03)
