Subject: Announcement of Leadership Assignments
This is one of several communications that you will receive on the ETA reorganization. I am pleased to announce at this time the following key leadership assignments, effective immediately, for ETA’s new organizational structure. In the Office of the Assistant Secretary:

Ray Uhalde will remain Deputy Assistant Secretary and will continue his current responsibilities with emphasis on the Secretary’s priorities of Workforce Investment Act (WIA) implementation and Welfare-to-Work. He will also continue with overall responsibility for ETA operations, policy and budget.

Lenita Jacobs-Simmons, Acting Deputy Assistant Secretary, will continue to focus on ensuring that the Regional Offices work with the State and local systems to successfully implement the reforms under the Workforce Investment Act. She will also lead the Quality movement to ensure continuous improvement throughout the workforce development system.

Teddy Mastroianni, Associate Assistant Secretary, will continue as my personal “partnership liaison” representative and continue leadership of the partnership management team. He will also continue to represent me and ETA in speeches and presentations on a variety of subject.
In the National Office, we have seven organizational units, with executive and office level assignments as follows:

The new Office of Technology and Information Services (OTIS) will be temporarily managed by Associate Assistant Secretary Jim Vollman. This office will provide the technical infrastructure and support for the Agency’s technology investments as well as programming support for internal and external business systems. In addition, information technology research and development functions will reside in OTIS. Bruce Eanet will be Chief Information Officer.

In the Office of Financial and Administrative Management (OFAM), Bryan Keilty will remain as Administrator. OFAM will retain responsibility for grants and contracts, audit resolution, fiscal policy for grantees, budget, accounting, human resources and office services. Technology functions move to OTIS, Job Corps architectural and engineering support moves the Office of Workforce Security, ETACS move to OFAM, and UI, ES and TAA grants authority moves to OFAM from the Regional Offices. Office Directors are: Lance Grubb, Office of grants and Contracts Management; Jack Rapport, Office of Financial and Administrative Services, and; Lynn Masiello, Office of Human Resources.

In the Office of Policy and Research, Gerri Fiala will continue as Administrator, OPR will provide the primary support within the Agency for Coordinating and developing Agency-wide policy and legislation for the workforce development system, will conduct social science research in skills assessment and analysis, research related to program performance measures, program evaluations and manage demonstrations and pilots. A new function which has been added to OPR is support of the Workforce Investment Policy Council which will coordinate cross-cutting policies and procedures for the Agency. Responsibility for system-wide performance management will be shifted from OPR to OWS.

The Administrator of the new Office of Adult Services will be Shirley Smith. WIA envisions universal services to all adults while recognizing the particular needs of customer groups such as dislocated workers, including workers dislocated due to trade policies, welfare recipients, older workers, Indians and Native Americans, Migrants and Seasonal Workers & Trade Adjustment Assistance, and will proved leadership in the design, development and administration of high priority Secretarial initiatives. Anna Goddard will be Director of the Office of National Programs which will now include Welfare-to-Work, under the continuing supervision of Dennis Lieberman.

In the new Office of Youth Services, Lorenzo Harrison will be Acting Administrator. This office will be responsible for providing the comprehensive services to youth as envisioned in WIA and will provide a focal point for all youth activities within DOL as well as other public and private organizations and groups. Included in this new Office are School-to-Work, the formula funded programs, Job Corps and Youth Opportunity Grants. Mary Silva will continue as Director, Office of Job Corps, Stephanie Powers (Department of Education) will continue as Director of the School-to-Work Office and Irene Lynn will be the Director of the new Office of Youth Opportunities.

A new Office of Apprenticeship Training, Employer and Labor Services will be headed by Anthony Swoope. ATELS will contain organizational units for the Bureau of Apprenticeship and Training (BAT) and Employer and Labor Services. BAT will work in a team-based fashion in partnership by using technology, innovation and collaborating with all of the other ETA offices. The new function of Employer an Labor Services will conduct and facilitate the liaison functions, the understanding, and the responsiveness of workforce development systems created by WIA to the training needs of employers and the interests of labor organizations in training programs. Tony will serve as BAT Director, in addition to Administrator of ATELS. The Employer and Labor Services positions are vacant.

The new Office of Workforce Security (OWS) will have Grace Kilbane as Administrator. In OWS, legislative, budget, research, and reporting functions for UI and ES programs and One-Stop system building will be fully integrated. Major changes include establishment of Foreign Labor Certification as a separate Division, and moving management and maintenance of ALMIS, performance management and continuous improvement for UI, ES and WIA, and coordination of agency qualify initiatives into the Office of Career Transition Assistance. Cheryl Atkinson will be Director, Office of Income Support. Eric Johnson, in addition to continuing the major activity of WIA Implementation, will be Director, Office of Career Transition Assistance.
Regions will be consolidated from ten to six. Two of the current regions, Philadelphia and Atlanta, will remain as stand-alone Hub Regions. The remaining eight Regions will be paired to form four new Hub Regions, each with a Regional Affiliate Office. The new configuration follows:
