DOS Rule Creates New Interim Student Database

DOS interim rule on the creation of the Interim Student and Exchange Authentication System (ISEAS) for monitoring the visa adjudication and issuance processes for foreign students and exchange visitors. ISEAS will remain until SEVIS is fully developed. Comments due 11/18/02. (67 FR 58693, 9/18/02)
