AILA and the Council submitted comments opposing EOIR’s notice of proposed rulemaking to define “good cause” for a continuance in immigration proceedings, arguing that it strips respondents of right to counsel, removes key procedural protections for immigrants, and removes authority from immigration judges to manage their dockets.
