DHS Directive to Provide Consistency Regarding Advance Parole

An 11/20/14 memo from DHS Secretary Johnson notifying DHS that he has directed the issuance of guidance clarifying that the holding in Matter of Arrabally, that a departure on advance parole is not deemed a "departure" within the meaning of INA §212(a)(9)(B)(i), applies to all cases.
