INS Proposed Rule on H-1B Processing After the Cap Has Been Reached

INS proposed rule to allow for the adjudication of certain H-1B petitions after the annual H-1B numerical cap has been reached. Under this proposed rule, approved petitions would be assigned a start date to begin no earlier than the beginning of the following fiscal year. (64 FR 32149, 6/15/99)
