INS Memo on Humanitarian Parole Authority

A 3/16/01 memo from Michael Pearson, Executive Associate Commissioner (INS) stating that humanitarian parole authority is being transferred back to the INS Headquarters Office of International Affairs from the overseas district offices to whom it had been delegated in 1992.
