President’s Delegation of Authority Concerning Undocumented Individuals Intercepted in the Caribbean

An 11/15/02 Executive Order No. 13276 providing, among other things, that the AG may detain at Guantanamo Bay any undocumented individuals intercepted in the Caribbean region. Additional powers are delegated to the Secretaries of State and Defense. (67 FR 69983, 11/19/02)
