DHS Interim Final Rule Regarding Procedures for Rulemaking Petitions

DHS interim final rule stating that pursuant to the APA, DHS is adopting a process under which interested persons may make a rulemaking petition (a petition to the Department to issue, amend, or repeal a rule).
