DHS notice rescinding the discretionary parole policies that allowed certain Russian nationals to visit Guam and the Commonwealth of the Northern Mariana Islands (CNMI) without obtaining a visa. DHS will end these uses of its discretionary parole authority on 10/3/19. (84 FR 46029, 9/3/19)
