OSC Technical Assistance Letter on Proving U.S. Citizenship

A 12/22/11 letter from DOJ Acting Deputy Special Counsel Seema Nanda advises that where an employer is required by law or contract to hire U.S. citizens, it should avoid verifying citizenship through the I-9 process, and should instead keep the two processes separate.
