National Security Presidential Memorandum “Strengthening the Policy of the United States Toward Cuba”

DOS notice containing the text of National Security Presidential Memorandum NSPM-5, "Strengthening the Policy of the United States Toward Cuba," issued 6/16/17, outlining the administration's policy toward Cuba. Section 2(e) states that the administration will not reinstate the "Wet-Foot, Dry Foot" policy. Section 3(j) states that the Secretary of State and the Secretary of Homeland Security shall continue to discourage unauthorized migration from Cuba, and that the Secretary of Defense shall continue to provide support for the interdiction of migrants.
