Subject: Extension of TPS for Liberia; Reregistration filing; late initial registration

1. The Attorney General has determined that TPS should be extended for Liberia until 28 March 1996. The public notice will be published in the Federal Register within a few days. Starting immediately, officers should grant Liberian TPS extensions valid until March 28, 1996.

2. Starting on the date of this wire, Liberian TPS registrants may submit reregistration applications. The 30-day reregistration period allowed by regulation will start on the day of Federal Register publication and run as will be announced. In addition, late reregistration continues to be liberally excusable.

3. Current Liberian TPS registrants who desire an extension must file an application for Temporary Protected Status, Form I-821, without fee, together with an application for employment authorization, Form I-765. A fee of $70 must accompany Form I-765, unless a properly documented fee waiver is submitted or the applicant does not request employment authorization.

4. In EAD processing, key in the new Liberia TPS expiration date of "03/28/96" in place of the current default date of "03/28/95," until the system is programmed for the new default date. If you have any problem in issuing an extension for Liberian TPS in the EAD standalone system, call the INS Help Desk at 202-514-1851 for assistance.

5. All Applicants must be given notice by a properly completed Form M-340 for approvals or by a Form M-344 for denials.

6. Because the Attorney General has ordered an extension of the original TPS designation but not a new designation, all Liberian registrants must have been "continuously physically present" in the United States since 27 March 1991. Refer to 8 CFR 240.17 for additional information on reregistration.

Initial registration after the original one-year registration period ending on 27 March 1992 is allowed in certain circumstances for applicants who have been in immigrant or nonimmigrants status since 27 March 1991. The requirements for such "late initial registration" during a period of TPS extension are set forth at 8 CFR 240.2(f)(2).
