Subject: New Forms for Implementation of IIRAIRA

1. Interim regulations for implementation of Title III of the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 (IIRAIRA) were published on March 6, 1997. These provisions deal with: inspection and expedited removal of aliens, asylum, detention and removal of aliens, and conduct of removal proceedings. The new regulations take effect on April 1, 1997.

2. Draft versions of Chapters 1, 11-17, 22, 23 of the Inspector’s Field Manual (IFM), asylum officer’s procedures for expedited removal, and interim enforcement procedures have been/are being distributed through the cc: mail bulletin board, as well as through the regional offices.

3. The following forms have been created or revised in preparation for the implementation of IIRAIRA and are available through the two INS Forms Centers. These forms all carry the revision date of April 1, 1997.

Spanish language translations are available for the I-829 an I-210. Since both forms are single-page forms, the Spanish versions will be included on the reverse of the English versions. There are no plans to translate other forms, including the Notice to Appear which replaces the Order to Show Cause, into other languages since there is no longer a legal requirement to do so.

4. All forms have been distributed to the form centers in both electronic and camera ready copy with the exception of the Form I-213, these forms are not carbon-interleaved and may be reproduced locally. Copies of the forms have also been provided to those responsible for various electronic forms generator software programs. Those programs are scheduled to be updated and released prior to April 1.
