Presidential Proclamation on Foreign Student Visas at Harvard University

On 6/4/25, President Trump issued Proclamation 10948, which suspends the entry of foreign nationals seeking to study or participate in exchange programs at Harvard University. DOS Secretary Marco Rubio may also consider whether to revoke the visas of current Harvard students on a case-by-case basis. Exceptions to this policy may be made for noncitizens whose entry would be in the national interest, as determined by DOS or DHS Secretaries or their designees.

The stated reason for the proclamation is Harvard University’s alleged noncompliance with DHS requests for information about foreign students’ “‘known illegal activity,’ ‘known dangerous and violent activity,’ ‘known threats to other students or university personnel,’ ‘known deprivation of rights of other classmates or university personnel,’ and whether those activities ‘occurred on campus,’ and other related data.” (90 FR 24493, 6/10/25)
