USCIS Announces New Photo Policy for Immigration Documents

USCIS announced that, effective 12/12/25, USCIS will limit photos used to create immigration documents to those that were taken within three years of the date a person files a USCIS form. Photos must also be taken by USCIS or other authorized entities. Forms I-90, I-485, N-400, and N-600 will still require a new photo, regardless of when the applicant's last photo was taken.
