Separate FOIA Requests Uncover L-1 Training Materials and Correspondence

On May 3, 2012, in response to a FOIA request for L-1 training materials submitted by Eric Bord, USCIS identified 338 pages of responsive materials. USCIS released 282 pages in their entirety, and 2 pages in part. Fifty-four pages were withheld. Documents include PowerPoint slides and related text, copies of USCIS memoranda and DOS cables, and relevant excerpts from the USCIS Academy’s Training Manual.

On October 5, 2012, USCIS responded to a FOIA request submitted by the AIC’s Legal Action Center on behalf of AILA, seeking all records issued or used by USCIS and or DHS from January 2008 to present that instruct, train, and/or guide (1) Immigration Service Officers; or (2) employees of the Department of State, including but not limited to consular officers: on the adjudication of L-1B intracompany transferee petitions including but not limited to the interpretation of the term “ specialized knowledge.” USCIS identified 444 pages of responsive materials, released 411 pages in their entirety, and released 4 pages in part. Twenty-nine pages were withheld. Documents include PowerPoint slides, e-mail correspondence, and excerpts from the USCIS Academy’s Training Manual. Due to the size of the file, the document production is split into Part one and Part two.
