On 3/28/19, DHS Secretary Kirstjen Nielsen sent a letter to Congress to request legislative changes to the William Wilberforce Trafficking Victims Protection Reauthorization Act (TVPRA) and the Flores settlement agreement to address “root causes of the emergency” along the U.S./Mexico border.
