EOIR issued a policy memo (PM 21-06) consolidating and replacing Operating Policies and Procedures Memoranda (OPPM) 00-01, Asylum Request Processing, and OPPM 13-02, The Asylum Clock. The memo concerns the processing of affirmative and defensive asylum applications, the asylum and EAD clocks, docketing and scheduling, withholding of removal, BIA appeals, and more. This PM supersedes the two OPPM listed and applies principally to asylum applications filed after April 1, 1997.
