BCBP Final Rule Amending 19 CFR to Include BCBP Authority and BICE Regulations

Amendments to 19 CFR reflecting the changes created with the establishment of the DHS. Includes delegation of some customs related authority, prescribing the signatures for exercise of authority and creating a new chapter IV for future ICE regulations. (68 FR 51867, 8/28/03)
