Carrier Liaison Program Bulletin: Ebola Attestation Requirement for Air Passengers

Pursuant to an October 22, 2026, U.S. Centers for Disease Control and Prevention (CDC) Order, CBP’s Carrier Liaison Program (CLP) has notified air carrier and aircraft operators that passengers departing any foreign country for the U.S. must provide a paper or electronic attestation that they have not been in the Democratic Republic of Congo (DRC) within the previous 21 days. This requirement applies to flights departing to the United States from a foreign country on or after 11:59pm EST November 3, 2026.
