CBP Final Rule on Nonimmigrant Classifications for Foreign Nationals Engaged in Lightering
CBP final rule amending regulations to conform to the Energy Security and Lightering Independence Act of 2022, which amended the C and D nonimmigrant classifications to include individuals who perform ship-to-ship liquid cargo transfer operations to or from another vessel engaged in foreign trade (lightering).
