INS Interim Rule on 10/1/91 Labor Certification Transition

INS interim rule stating that if a labor certification application was filed before 10/1/91, a permanent residence petition must have been filed by 10/1/93 in order to preserve a priority date. (59 FR 501, 1/5/94)
